Odd conditions require ordinary discipline.
The method is intentionally dull. Requirements are classified. Interfaces are inspected. Controls are verified. Failure modes are recorded. Release materials are approved. This has been called excessive by several observers and effective by most customers.
Process
The packet moves through controlled review until the current copy can be issued.
